Island Decarbonization Strategy Supervisor

Under the IETF Program, the Ministry of Energy and Mineral Resources (MEMR) and AFD have signed the Terms of Reference (ToR) for “Provinces/Islands Decarbonization Pathway.” This initiative aims to accelerate the decarbonization of small-to-medium islands in Indonesia by leveraging experiences from French overseas territories.

1. Ensure the technical soundness and quality of studies and activities related to the decarbonization of islands. 2. Review consultants’ methodologies to verify rigor, feasibility, and relevance. 3. Evaluate the progress and quality of consultant deliverables on a regular basis. 4. Provide strategic, evidence-based policy recommendations. 5. Develop and submit a Final Technical Assessment Report summarizing key findings and policy guidance. 6. Coordinate closely with consultants, TA team members, and national/local stakeholders to ensure effective execution and alignment with national energy plans.

1. Advanced degree (Master’s or Ph.D.) in Energy Policy, Engineering, Environmental Science, or a related field 2. Excellent spoken and written English; 3. Knowledge of Bahasa Indonesia would be an asset; 4. Education in the field of energy or specifically in energy policies would be a strong asset 5. At least 2 years of experience assisting in the development or revision of RUED, RUEN, RKN, RUPTL, or other provincial/national energy master plans in Indonesia or other regions. 6. 5–10 years of experience in energy policy, renewable energy, or energy efficiency within public, private, or international organizations, with a strong emphasis on climate-resilient and low-carbon development strategies.
